Microsoft Warns of AI-Generated Disinformation Ahead of 2024 Elections
According to Microsoft’s threat intelligence team, Beijing is expected to intensify its use of sophisticated AI-generated disinformation campaigns aimed at influencing key elections in 2024. The report specifically notes that state-sponsored Chinese cyber groups, with help from North Korean actors, are likely to target the presidential and legislative elections in regions such as the United States, South Korea, and India.
The primary strategy anticipated involves creating and sharing AI-generated content on social media platforms to sway public opinion in favor of specific candidates or positions during these elections. While Microsoft acknowledges that such content has had minimal impact in shaping audience perceptions thus far, the country’s escalating experimentation with AI-generated memes, videos, and audio may yield more effective results in the future.
The report highlights an earlier incident where China’s state actors employed AI-generated disinformation during Taiwan’s presidential election in January. This marked the first documented instance of a governmental entity attempting to influence a foreign election using content produced by artificial intelligence. Notably, a pro-Beijing group, known as Storm 1376 or Spamouflage Dragon, circulated fake audio clips allegedly featuring a former presidential candidate endorsing a rival, along with memes making unfounded corruption allegations against the eventual victor, pro-sovereignty candidate William Lai. Additionally, they introduced AI-rendered “news anchors” to spread misinformation about Lai’s personal life.
As citizens in India, South Korea, and the United States prepare to vote, it is likely that Chinese and some North Korean cyber actors will intensify their focus on these elections. Microsoft reports that these groups are already mapping divisive issues and voter demographics in the U.S. to enhance their social media strategies, potentially gathering intelligence on key voting populations ahead of the upcoming presidential election.
While recognizing the threats posed by AI-enabled disinformation, Microsoft concluded that such tactics have not significantly influenced public opinion on a global scale so far. However, the company’s analysis points to a growing concern over China’s investment and sophistication in these technologies, which poses an increasing risk to the integrity of democratic elections worldwide.
