Beijing Launches Campaign Against AI-Generated Misinformation

China’s Cyberspace Administration (CAC) has initiated a campaign aimed at tackling the issue of fake news produced by AI technologies. This effort targets various news outlets, including short video platforms and popular search engines.

The CAC has specifically pointed out manipulative tactics such as the use of AI virtual anchors, fabricated studio environments, and fake accounts designed to imitate trustworthy sources. These methods are often deployed to create sensationalized content known as clickbait.

As part of this initiative, the CAC has already taken measures against 107,000 fraudulent news accounts and fake anchors and has removed 835,000 instances of misleading information. The regulator is urging the public to report any encounters with such deceptive accounts online.

Aligned with China’s AI media law, which seeks to limit the dissemination of AI-generated fake news, police recently apprehended an individual in Gansu province for creating false news using ChatGPT. This individual fabricated a news story about a train crash that quickly gained traction on social media, leading to police intervention for spreading false information intended to drive website traffic.

Though ChatGPT is not directly accessible in China, users can utilize it with a supported foreign phone number and a virtual private network (VPN). However, access to these foreign phone numbers and VPNs is heavily regulated in the country.

This AI-generated media law, effective since January 10, 2023, not only targets individuals like the one detained in Gansu but also holds “deep synthesis service providers” accountable for preventing the misuse of AI technology for illegal activities such as fraud and the spread of false information. This regulation presents challenges for companies like Tencent, which developed WeChat, as they must ensure their AI algorithms are not misused.

Tencent has recently launched a “Deepfakes-as-a-Service” offering, allowing users to create high-definition digital representations for a fee, raising concerns about the potential misuse of such technology. The Chinese government’s initiatives to tackle fake news and regulate online communications signal a commitment to creating a secure digital environment; however, critics have raised alarms regarding issues of censorship and limitations on freedom of expression.
