AI Discovers Over 20K Taxable Swimming Pools in France
The French government is effectively utilizing artificial intelligence to identify swimming pools that have not been declared for tax purposes. In collaboration with Google, the IT firm Capgemini developed an AI system that analyzes aerial images from France’s National Institute of Geographic and Forest Information. This technology not only identifies pools but also cross-references the data with national tax and property registries.
To date, the initiative has uncovered 20,356 undeclared swimming pools, resulting in the collection of nearly €10 million in additional taxes. However, this AI tool has only been applied in nine of France’s 96 metropolitan areas. If similar numbers of undeclared pools are present in the remaining areas, it’s estimated that an additional 196,774 could be found, potentially increasing the tax revenue by around €96.6 million.
As of 2020, France had about 3.2 million private swimming pools, a figure that has likely increased during the COVID-19 pandemic due to lockdowns and rising temperatures. Currently, many regions in Europe, including France, are facing drought conditions, causing record low water levels in rivers like the Loire, where people can nearly walk across.
Amid these droughts, the ownership of private pools is being scrutinized. A member of the French green party, Europe Écologie les Verts, has suggested that banning new private pools could be a potential solution. This proposal is prompted by concerns about water supply shortages, emphasizing the need to balance recreational water use with essential needs.
Earlier iterations of the pool-detection AI reportedly had a 30% error rate, mistakenly classifying other structures, such as solar panels, as pools. These issues have since been resolved. The Direction Générale des Finances Publiques (DGFiP), France’s tax office, aims to expand the AI’s application to cover not only the remaining metro areas but also to identify other undeclared property additions, like extensions to houses. Antoine Magnant, Deputy Director General of Public Finances, mentioned, “We are particularly focused on house extensions like verandas, but we need to ensure the software accurately detects significant structures, rather than small features like dog kennels or children’s playhouses.”
