Amazon Will Continue to Ban Police from Using Its Facial Recognition AI
Amazon has decided to extend a previous ban on the use of its facial recognition technology for law enforcement purposes. The company’s Rekognition service is regarded as one of the most advanced facial recognition tools in existence. Last year, Amazon implemented a one-year moratorium on the utilization of this service by police departments, a decision that arose after multiple incidents revealed inaccuracies and misuse of facial recognition by law enforcement.
With the recent extension, the ban is now indefinite. There have been instances where facial recognition technologies have led to wrongful arrests, disproportionately affecting marginalized communities. A notable case involved Robert Williams, a Black man who was arrested on his front lawn due to a misidentification by a facial recognition system, causing significant trauma to his family.
Williams spent the night in a substandard holding cell without any explanation for his detention, only to be released on a chilly January night, leaving him waiting on the curb while his wife sought childcare for their children. Evan Greer, Deputy Director of the digital rights organization Fight for the Future, stated, “Facial recognition is inherently dangerous and inherently oppressive. It cannot be reformed or regulated. It must be abolished.”
In contrast, Clearview AI, another controversial facial recognition provider, reported a spike in police use of its system by 26% following the Capitol riot, indicating a troubling trend. This company, which aggregates data from various online sources, is currently facing scrutiny; both the UK and Australia have initiated investigations into Clearview AI’s practices, and the company has suspended operations in Canada after a federal investigation.
Various regions and law enforcement agencies are taking initiatives to ban facial recognition technology, driven by ongoing pressure from human rights groups. For instance, the group Liberty achieved a landmark victory in banning the use of such technologies in policing in August of last year. The case was launched on behalf of Ed Bridges, a resident of Cardiff, Wales, who was scanned twice, first in late 2017 and again in early 2018 during a protest. The Court of Appeal determined that South Wales Police’s use of facial recognition violated privacy and equality laws, halting activities that had impacted around 500,000 individuals.
The effectiveness of facial recognition trials in the UK has been severely criticized, with early attempts yielding zero successful identifications. In a subsequent trial, no legitimate matches were found, resulting in 35 false positives. A 2019 independent review of the Metropolitan Police’s facial recognition trials revealed an accuracy rate of only 19%.
