Renowned specialists from 30 countries worldwide are set to contribute to an important report evaluating the capabilities and risks associated with AI systems. The International Scientific Report on Advanced AI Safety aims to compile leading research on AI safety to guide policymakers and stimulate future discussions surrounding the responsible development of AI technology. This initiative is a continuation of the UK’s AI Safety Summit held last November, during which nations endorsed the Bletchley Declaration, committing to collaborative efforts on AI safety concerns.
An impressive Expert Advisory Panel has been assembled, consisting of 32 distinguished figures from around the globe, including chief technology officers, UN representatives, and national chief scientific advisers. Noteworthy members include Dr. Hiroaki Kitano, CTO of Sony (Japan), Amandeep Gill, UN Envoy on Technology, and Dame Angela McLean, Chief Scientific Adviser for the UK. This elite team will play a pivotal role in guiding the report’s development, ensuring a thorough and unbiased evaluation of advanced AI capabilities and associated risks. Their ongoing input during the drafting process will help cultivate broad consensus on essential global AI safety research.
The preliminary findings from the report are expected to be released prior to South Korea’s AI Safety Summit in the spring. A more comprehensive follow-up publication will coincide with France’s summit later in the year, aiming to enrich discussions at both events. This international report will build on a paper that the UK released last year, which included declassified intelligence insights and emphasized the dangers linked to frontier AI.
Michelle Donelan, UK’s Secretary of State for Science, Innovation, and Technology, remarked, “The International Scientific Report on Advanced AI Safety will be a groundbreaking publication that consolidates the best scientific insights on the dangers and capabilities of frontier AI development.” She expressed her satisfaction that the nations that embraced the Bletchley Declaration will be involved in this report’s formulation.
Professor Yoshua Bengio, a leading AI researcher from Quebec’s Mila Institute, noted that this publication “will serve as a vital resource to inform discussions at the AI Safety Summits scheduled for the Republic of Korea and France later this year.” The guiding principles for the report’s development—drawing inspiration from the IPCC climate change assessments—include comprehensiveness, objectivity, transparency, and scientific evaluation. These tenets aim to guarantee an exhaustive and unbiased analysis of AI’s potential risks.
