Navigating the AI Landscape: Harmonizing Data Rights and Value Creation

For Session 4: Data Rights Reconstruction and Distribution
“Hello everyone, allow me to introduce myself briefly. I’m Mike Bugembe, and I’m a newcomer to the UN system. Since May 2024, I have been serving as the Director of AI Solutions at IOM, and I bring with me a rich history as a consultant and a startup founder. My unique perspective focuses on the dual priorities of value creation and safety. Today, I’m here to discuss the challenging balance between data rights and the value that data can offer.
When we discuss data rights—encompassing privacy, ownership, and security—it’s crucial for the protection of individuals and the establishment of trust. However, I feel that there is often too much emphasis on data protection, which can obscure the incredible opportunities data presents for fueling development, fostering economic growth, and advancing societal improvement. We find ourselves in an age where technology has the power to address significant, real-world challenges, and if managed responsibly, data can revolutionize sectors such as agriculture, education, and healthcare, among many others.
I’d like to present three pivotal perspectives that deserve more attention:
- Reframe the Conversation: Back in 2014, I delivered a TED talk addressing AI biases—highlighting how it often reflects racism, sexism, and various biases. While these concerns are certainly legitimate, an excessive focus on the issues diverts our attention from discovering solutions that can empower marginalized communities. A perfect example is a pilot project in Rwanda, where AI-driven personalized education considerably improved student outcomes.
- Empower Decision-Makers: While grassroots education is vital, it’s equally important to educate those who hold the power and resources. At IOM, we’ve witnessed transformative results through educating regional directors and leadership about the capabilities of AI in enhancing migration management.
- Nurture Collaboration and Inclusivity: We must prioritize partnerships, especially with the private sector and the younger generation. Safety and data utilization are not opposing forces; they are allies. We need to:
- Shift our mindset to highlight successful initiatives and practical applications
- Invest in capacity building among leaders
- Encourage collaboration and inclusiveness
By achieving this equilibrium, we unlock the potential for a brighter, more equitable future for developing nations—not just to keep up with the digital economy but to lead it. Thank you very much.”
